National greenhouse gas reduction target management and reduction potential assessment

Reduction strategies for Greenhouse gases (GHG) is the vigorous tests, an Intergovernmental Panel on Climate Change (IPCC) Special Report on Global Warming of 1.5°C (SR15) described that global GHG continues to rise in 2018.The COP24 mentioned that each country should strengthen their reduction strategies. The project has two goals to accomplish. The first one is to support Environmental Protection Administration on the formulation and management of the Phased II Emission Goal. The second one is to evaluate other emission reduction strategies, such as Carbon fees and Greenhouse Gas Management Fund. Three objectives to be achieved are as follows:(1) to conduct a literature review and country case studies on control measures for carbon emissions, including approaches to set up and manage the emission reduction targets, methods of environmental impact assessment and public climate financing mechanisms;(2) to draft the progress report of the Phased I Emission Goal, including departmental indicators, energy parameter management ,and the Phased II Emission Goal, including parameter estimation, ten-year vision, departmental allocation, impact impact;(3) to propose a feasible structure of carbon fees (or GHG management fees) considering the experience of other countries and analysis of the coopetition between different tax or fee systems. The project inspected condition of the Phased I & II Emission Goal, and analyzed major energy agenda. According their results of the study that planning the Phased III Emission Goal and green financing mechanism.
